中新网评:处理核污水绝不是日本自家私事******
中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。
资料图:日本福岛第一核电站。2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。
日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。
日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。
事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。
因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。
日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。
《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。
德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。
日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。
国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。
太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。
Fukushima water disposal by no means Japan’s own business

(ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.
Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.
The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.
On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.
The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.
In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.
Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.
The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.
The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.
The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.
According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.
As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.
However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.
Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.
The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.
If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
非遗传承人共聚深澳文化园 探讨非遗产业化方向与合作前景****** 为推进深圳与澳门在非遗文化方面的合作与发展,十八届文博会深澳国际文化科技园分会场近日举行了非遗+文化专题研讨会。非遗大师、深澳两地专家等参与了对话研讨,围绕以“非遗作为城市文化符号的发展机遇”、“非遗产业化”、“非遗及中华优秀传统文化的当代价值”为议题,并以澳门为例探讨城市文化品牌独特蓝本,基于非遗产业化命题,探索“中国新高定”“东方高定”的发展契机,追溯传统文化在当代焕发的新生意义。 研讨会现场,深澳国际文化科技园总经理肖莹洁分享了非物质文化遗产发展的概况与机会。她说,非物质文化遗产是中华优秀传统文化的重要组成部分,近年来,国家在推进非物质文化遗产保护以及全面复兴中华优秀传统文化上政策频出。 有关数据显示,我国的非物质文化遗产项目和国家级的非物质文化遗产的代表性传承人数量众多,可达3000多项,主要集中在传统技艺、传统戏剧、传统音乐舞蹈和传统美术民俗等方面。非物质文化遗产产业化以及产业化利用的方式有很多方面,可分为“非遗+旅游、非遗+村镇街区、非遗+饮食、非遗+民宿”等与城市建设相关,以及“非遗+研学、非遗+文博、非遗+文创产品”等与产业发展相关,“非遗+节庆、非遗+演艺”等与文化建设相关等方向。 澳门青年领袖议会会长蔡强在视频讲话中表示,澳门非遗是城市文化符号和中西融合生活方式的共同体现。澳门在世界文化遗产、非物质文化遗产方面投入了大量的精力和物力,保护力度非常好,这凸显了澳门在保全中西文化交融的成果,充分体现了澳门在粤港澳大湾区以中华文化为主流、多元文化共存的交流合作基地这一独特而重要的文化地位。 据蔡强介绍,澳门比较有名的非遗项目,比如土生葡人表演的土生葡语话剧、舞醉龙,澳门中西融合的各类节庆以及澳门的特色美食,都独具风味和城市吸引力。在澳门,土生葡语依然是重要的沟通语言,融合了马来语、粤语、英语,还有西班牙语,同样是中西文化融合的代表。在每年澳门举办的各类艺术节上,必然会有一个给土生葡人保留的节目。与中华文化相关的非遗就是粤剧、说唱等等,也都深入到了澳门文化保护和生活的方方面面,目前来说,大概保留了多达5万多首。 深圳市文化遗产保护中心非遗部主任赵婷婷表示,深圳非遗和文创呈现出年轻和创新的城市特点。深圳最年轻的一位市级非遗代表性传承人,今年只有19岁。她认为,粤港澳大湾区城市在非遗发展上的一个特色是非常活泼年轻、敢于创新,更加融入产业化,这在全国的非遗发展路径上,都是比较少有的现象。大湾区城市更加包容、产业发达,在这些城市生根发芽的非遗基因,能够很好地与文创、研学、文旅、产业充分结合,能够与当下新一代的年轻人更好地对话。 国家级非遗项目广彩代表性传承人、80后工艺美术师何静仪表示,非遗技艺要成为满足人们追求美好生活的一种方式,需要研发创新和工艺创新,挖掘消费需求,实现非遗产业化。 比如,广彩大多是收藏品,在技艺实现和难度上,都不太可能是普通消费价格。何静仪在降低成本、匹配年轻人消费习惯上构思广彩在研发和工艺上的创新,推出广彩抽签盲盒,产品创意结合了有趣的粤语传播,是年轻人喜闻乐见的一类产品。同时还推出可随身携带的广彩薄胎茶壶、广彩飞形棋盘等。“我觉得,文化传承不应该只成为一种记忆或者文化,它还是可以带着爱的创新实用产品。”她说。 国家级非遗项目花丝镶嵌/景泰蓝高级工艺美术师、北京工艺美术大师周彦君同样表示,非遗产业化发展需要关注消费人群以及从业人群的培育。 作为在以花丝镶嵌、景泰蓝为代表的精工行业奋斗了40多年的老兵,周彦君认为,我们的消费市场和消费人群,对非遗产品的了解度还有人群规模仍然不够庞大,特别是年轻人,喜欢非遗的人群体量占比仍然很少,需要大家齐心协力,共同普及和推动。可喜的是,近年来,年轻人喜欢中华优秀传统文化、非遗的群体已经越来越多了。 深圳市金声玉振黄金与中国文化研究院院长祝安顺表示,中华优秀传统文化与现代生活相融共生,中华优秀传统文化将给我们带来更多的创造和启迪,让生产生活更加丰富和美好。(中国日报深圳记者站) 中国网客户端 国家重点新闻网站,9语种权威发布 |
